If a team or project requires additional manpower to achieve their goals that cannot be met internally, they should first put up the opening on Jira. Depending on the nature, importance, and urgency of the role/project/task, the opening can also be publicised through various channels. 

Some institutions set up schemes for target beneficiaries (e.g. their students, youth) to undertake traineeships or internships with organisations like ActSEA. These schemes generally run for a certain period with a limited number of people. Where schemes require little or no payment from ActSEA, the organisation will take the opportunity to recruit as many participants as possible.
